The US housing market is the world's largest single market for structural plywood. Brazilian pine plywood has been supplying that market for decades — but the compliance requirements, grade equivalencies, and documentation expectations are different from Europe or the Middle East. This guide is written specifically for US importers.


Why Brazilian pine for the US market?

Anti-dumping advantage. The US has active anti-dumping and countervailing duty (CVD) orders on hardwood plywood and multilayer wood flooring from China — adding 25%+ to Chinese product costs. Brazilian pine plywood faces no anti-dumping measures.

CARB P2 availability. Brazilian mills producing for the US market are certified to TSCA Title VI (CARB P2) by approved third-party certifiers (Bureau Veritas, SGS, Intertek). CARB P2 documentation is standard on all US-destined product.

Direct Atlantic routing. Paranaguá (PR) to Houston: 12–16 days. To New York/Baltimore: 14–18 days. Faster and cheaper than sourcing from Southeast Asia or Chile for most US ports.

CARB P2 / TSCA Title VI compliance

All plywood sold in the US must comply with CARB Phase 2 / TSCA Title VI formaldehyde emission standards. For softwood plywood:

  • Limit: 0.05 ppm (hardwood plywood, veneer core)
  • Certification: Third-party certifier (TPC) approval required
  • Labelling: CARB P2 stamp required on each panel or bundle

T1-11 siding for the US market

T1-11 is a grooved plywood siding panel widely used in residential construction in the US. Brazilian pine is a leading origin for T1-11 exported to the US.

  • Thickness: 9mm (3/8"), 11mm (7/16"), 15/32"
  • Grooves: 4" or 8" on centre
  • Glue: WBP exterior phenolic
  • Grade: Exterior, APA-rated
  • Standards: PS1-09

Builder and distributor considerations

For lumber yards and distributors: Brazilian pine plywood arrives in container quantities (800–1,200 sheets of 18mm per 40'HC) — suited to distributors who move volume rather than individual orders. Consistent grade and thickness across the entire container is standard.

For national account buyers: Multiple containers per month can be coordinated from the same mill or multiple mills, with consistent quality documentation across every shipment. Lead time from recurring orders shortens as the supply relationship matures.

Pricing advantage vs domestic production: Brazilian pine plywood FOB pricing is typically 20–35% below comparable domestic-grade US plywood, after accounting for the 8% MFN duty and freight. The gap widens when domestic lumber prices are elevated.

Pricing advantage vs Chinese product: Active US anti-dumping and CVD orders on Chinese hardwood plywood add 25–183% in additional duties on Chinese-origin product. Brazilian pine plywood carries no anti-dumping exposure — a structural advantage that will not change unless US trade policy changes.


Common questions from US importers

What APA stamp is on the panels? Brazilian pine plywood for the US market is produced to PS1-09 or PS2-10 standards. Not all panels carry a US APA stamp — panels may carry the equivalent Brazilian ABIMCI standard with CARB P2 certification. Confirm your stamp requirement at the time of ordering.

Can I get PS2-10 rated plywood? Yes — panels for structural sheathing applications can be produced to PS2-10 structural panel standard. Confirm this in your inquiry.

Do you supply OSB? No — EBP supplies pine plywood and MDF only. OSB is not part of our product range.

What is your minimum order for a repeat shipment? The minimum is always 1 FCL 40'HC. There is no discount for larger volumes within a single container, but multi-container orders placed simultaneously may be eligible for improved pricing.


Tariff classification: softwood vs hardwood plywood

Brazilian pine plywood should be classified as softwood plywood (HTS 4412.31) in US customs. The MFN rate is 8%. Hardwood plywood (HTS 4412.10) carries a different rate and is subject to anti-dumping orders on Chinese-origin product — misclassifying pine plywood as hardwood plywood could create unnecessary exposure.

Confirm the HTS code with your customs broker before the first filing. The face veneer species (Pinus elliottii or Pinus taeda) defines the classification — both are softwood and both are clearly stated on EBP's commercial invoices and packing lists.
